Idled,
Parked State
The refinery is currently in an idled, or “parked,” state after ceasing crude processing in October 2025.
Inventories are being removed, units and piping are being cleaned, and critical equipment is being maintained to preserve metal condition.
Groundwater
Remediation
Groundwater Remediation is ongoing and will continue under the oversight of the Regional Water Quality Control Board (RWQCB).
Refinery Employee Support
Job fairs have been held with local companies and industries, relocation opportunities have been provided for personnel to other Phillips 66 locations, and coordination continues with Carson City Workforce Development and the South Bay Workforce Investment Board.
