A New Vision for the Phillips 66 Refinery in Carson
This modern industrial project will replace the existing Phillips 66 refinery in Carson with beautifully designed buildings and a welcoming new tree-lined streetscape – elevating the look and feel of Sepulveda Boulevard and the surrounding area.
The project will create thousands of new jobs, with a strong focus on hiring Carson residents through local job fairs and workforce initiatives. Employees working on-site will eat, shop, and spend locally, supporting surrounding restaurants, retail, and small businesses and strengthening Carson’s economy.

The project site is located within a highly developed industrial area, surrounded by active industrial uses.
Proposed
New Vision
Extensive new landscaping will be planted on both sides of Sepulveda Boulevard, and within the existing roadway median. New trees and plants within the project site will green this legacy industrial site.
